About Us

How It All Started

 

Hi, I’m Kelly — founder of Civic Acumen.
 

I created Civic Acumen to help people better understand how to work with, and alongside, state and local public sector entities.

 

Throughout my career both advising governmental entities and supporting organizations that wanted to partner with them, I saw the same challenges repeat themselves — frustration with processes, missed opportunities, lack of awareness of contract vehicles, confusion about pricing and a sense that government opportunity was always just out of reach.

Over time, I saw how confusing this space can be, even for experienced professionals. Government speaks a different language, and most people enter the process without an interpreter. The rules are inconsistent, timelines are long and the nuances in pursuing and winning governmental contracts are not always clear.

 

Civic Acumen is my way of bringing clarity and structure to that complexity, so you can be better positioned to win.
 

My background
 

My 40+ year career has focused on public sector strategy and problem solving. I’ve worked directly with governmental entities, quasi-entities, higher education institutions and nonprofits on complex initiatives and pursuits. Through decades of that work, I gained firsthand insight into how decisions get made, how priorities evolve and what it takes for organizations to operate effectively in this environment.
 

Again and again, I saw that success in this space rarely comes from a single moment. It comes from being prepared — understanding the landscape, building credibility, aligning internally and making thoughtful choices about where to focus. Those patterns are what ultimately shaped the approach behind Civic Acumen.
 

Why I founded Civic Acumen
 

I started Civic Acumen because many professionals want to engage with public sector organizations, but few are given a clear way to think about how to do it well. Most guidance is either federally focused, scattered, overly tactical or targeted at an isolated stage of a pursuit.
 

Civic Acumen is designed to focus on the whole process: building capability rather than offering shortcuts. We help people connect the dots, develop confidence and make more informed decisions about where and how to engage.
 

At its core, Civic Acumen is meant to be practical, grounded and realistic about the constraints professionals face. The goal isn’t quick wins, but better decisions and stronger outcomes over time.
 

How I approach this work
 

A few ideas guide how I think about this space:
 

  • Pursuing state and local work is complex and benefits from context, not just tactics
  • Building readiness and credibility takes time
  • Choosing where to focus matters as much as how you pursue
  • Recognizing nuances in stakeholder roles, RFP language, contract vehicle availability and evaluation and scoring, among others, leads to a more informed strategy and better decision making
